Unlike the anime or manga, anyone can have any approved devil fruit.
Anyone can use an approved fruit. Not just the creator. You can use fruits that are already used in One Piece with out admin approval, unless they are over powered fruits such as the paw paw fruit for example.
This is the form for applying a custom Devil Fruit:
Name in Japanese (translation):
Capabilities: (what can the user do with it, be exact)
Type: (Paramecia, Zoan or Logia)
If you wish to use a Devil Fruit that is already exists in the One Piece world, you don't have to register it.
